About this Role

The Pre-Construction Manager is responsible for initiating and guiding progressive design EPC and open/close book commercial models from early development through to final contract close. This role ensures manages the process and supports the project team to assure cost transparency, value optimization, risk management, and alignment between the owner, design team, and EPC contractor while assuring contract compliance in an open-book model. Acting as a trusted advisor, the Pre-Construction Manager enables a fair and efficient transition from early estimates to the final contract value.

What You'll Do

Key Responsibilities

Commercial Alignment and Process Management

  • Lead the development and implementation of the project’s commercial framework, ensuring alignment with progressive EPC principles.
  • Establish, manage, and enforce open-to-close book financial processes that enable transparency and trust across stakeholders.
  • Partner with owners, engineers, and contractors to ensure early-phase alignment on cost, risk, and commercial outcomes.
  • Implement structured preconstruction workflows that integrate estimating, scheduling, procurement planning, and constructability reviews.

Cost Management & Transparency

  • Oversee creation and validation of early estimates, budgets, and costs models. Tracking, and validation of changes in scope and cost from early-phase estimates to Guaranteed Maximum Price (GMP) or lump-sum contract.
  • Ensure all cost elements (direct, indirect, markups, contingencies) are clearly defined, justified, and benchmarked.
  • Drive process discipline in cost reporting, trend analysis, and forecasting to support informed decision-making.

Risk & Value Management

  • Partner with project controls and risk teams to identify, quantify, and transparently manage risks, allowances, and contingencies.
  • Support value engineering and scope optimization efforts to drive efficiency and maximize return on investment.

Stakeholder Engagement & Reporting

  • Provide commercial insights and recommendations to project leadership and the owner’s executive team.
  • Develop and deliver clear and accurate reporting on cost status, variances, and trends for both internal and external stakeholders.
  • Facilitate collaborative workshops to ensure alignment across legal, engineering, procurement, and operations teams.

Contract Transition Support

  • Facilitate the progression from open-book cost tracking to final contract value, ensuring clarity and alignment on scope, pricing, and commercial terms.
  • Support negotiation of equitable risk allocation, incentive structures, and performance measures.
  • Support legal and project leadership in structuring incentives, performance measures, and equitable risk allocations.

What You'll Bring

Required Skills & Experience

  • Strong background in project finance, cost management, preconstruction management, or commercial management within EPC, construction, or major capital projects.
  • Demonstrated ability to lead progressive design-build EPC and open-book cost transparency frameworks.
  • Experience in cost modeling, risk management, value engineering, and project controls.
  • Strong communication skills with the ability to translate complex financial data into actionable insights.
  • Collaborative leadership style suited to multi-party project environments.

Compensation Range

The anticipated compensation for this position is USD $180,000.00/Yr. - USD $210,000.00/Yr. depending on experience and qualifications.
