POSITION OVERVIEW:
This role directly leads Regional Program Directors (East and West) and the Director of Construction to drive nationwide delivery and performance. The Vice President provides executive leadership for all QGS program and project delivery nationwide, leading regional and functional teams in a two-axis matrix that aligns client ownership with enterprise standards.

 

The Vice President, Program & Project Management will provide executive leadership, oversight, and strategic direction for all program and project management functions within Quanta Government Solutions (QGS). This individual will oversee and mentor Program Managers and Project Managers responsible for delivering critical Department of Energy (DOE) and Department of Defense (DOD) construction projects.

 

The ideal candidate will bring deep expertise in project controls, scheduling, estimating, field engineering, quality control, and testing. This executive will ensure QGS’s federal projects are executed in full compliance with FAR/DFARS requirements while maintaining operational excellence, cost control, and client satisfaction.

What You'll Do

Executive Leadership & Strategy:

  • Lead and oversee the Program Management and Project Management teams of QGS, ensuring alignment with corporate strategy and objectives.
  • Serve as a trusted advisor to the President of QGS and executive leadership on project delivery, risks, and opportunities.
  • Foster a culture of safety, accountability, professionalism, and continuous improvement across all project teams.
  • Develop and implement best practices, tools, and systems for federal program and project management.

Program & Project Oversight:

  • Provide strategic oversight and guidance for DOE and DOD construction programs, including mission-critical facilities and infrastructure projects.
  • Ensure project managers deliver projects on schedule, within scope, and within budget, while maintaining quality and compliance.
  • Establish and monitor key performance indicators (KPIs) for program and project execution.
  • Lead program-level reporting to federal agencies, executive leadership, and corporate stakeholders.

Team Leadership & Development:

  • Directly manage, mentor, and evaluate Program Managers and Project Managers within QGS.
  • Build and maintain a strong leadership pipeline through coaching, succession planning, and professional development.
  • Promote collaboration and knowledge-sharing across project teams to improve performance and consistency.

Project Controls & Compliance:

  • Oversee project controls functions including scheduling, cost management, forecasting, risk assessment, and earned value management.
  • Ensure compliance with all federal contracting requirements including FAR, DFARS, DOE, and DOD standards.
  • Guide project managers in developing and maintaining project schedules (Primavera P6, MS Project, and enterprise OPS Platform).
  • Oversee quality assurance/quality control processes, testing, and commissioning activities.

Financial & Risk Management:

  • Maintain full P&L responsibility for program and project management activities.
  • Approve and oversee budgets, forecasts, and project financial performance.
  • Lead contract negotiations, modifications, claims resolution, and client discussions.
  • Develop and implement risk mitigation strategies across programs.

Client & Stakeholder Engagement:

  • Serve as the senior executive interface with DOE, DOD, and other federal clients.
  • Develop and maintain strong relationships with agency officials, subcontractors, and key industry partners.
  • Ensure alignment of project execution with client mission goals and compliance requirements.

What You'll Bring

Education:

 

  • Bachelor’s degree in construction management, Engineering, or related field required.
  • Master’s degree preferred.
  • Equivalent field experience may substitute for formal education requirements.
  • Advanced certification desired (e.g., PMP, PE, CCM)

Experience:

 

  • 20+ years including 5+ years in multi-program federal construction leadership overseeing matrixed teams of progressive project and program management experience with significant DOE and/or DOD project leadership.
  • Demonstrated experience managing and mentoring project managers and program managers in a federal contracting environment.
  • Experience leading projects subject to DCAA audit and NIST 800-171 compliance preferred.
  • Strong background in project controls, estimating, scheduling, QA/QC, testing, and commissioning.
  • Proven track record leading large-scale construction programs ($50M+) under federal acquisition regulations.

Skills:


Demonstrated ability to integrate enterprise controls and regional delivery.
Expertise in federal reporting systems, EVMS, and digital PMO environments (OPS Platform/GCC High).

  • Executive-level leadership and communication skills.
  • Expertise in Primavera P6, MS Project, and enterprise OPS Platform, and other project management tools.
  • Strong negotiation and client relationship management skills.
  • Financial and contractual acumen with P&L responsibility.
  • Knowledge of safety, security, and environmental compliance (OSHA, EM 385-1-1, etc.).

Other Requirements:

 

  • U.S. Citizenship required due to federal contract eligibility.
  • Must be able to obtain and maintain DOE/DOD security clearance.
  • Ability to travel as required for program oversight and client engagement.
  • Perform other duties as assigned.
