The Director of Startup & Commissioning provides leadership and technical oversight for all startup, commissioning, and turnover activities across EPC and design-build projects. This role ensures systems are safely commissioned, performance-tested, and transitioned to operations in compliance with contract requirements, regulatory standards, and project schedules. The Director partners closely with engineering, construction, operations, and clients to deliver safe, reliable, and efficient project startup
Lead and oversee all startup, commissioning, and turnover activities across assigned projects
Establish commissioning strategies, execution plans, and system turnover processes
Collaborate with engineering, construction, and operations leadership to align commissioning objectives
Serve as the technical authority for commissioning scope, sequencing, and acceptance criteria
Review and approve commissioning plans, procedures, test scripts, and system readiness documentation
Ensure compliance with project specifications, regulatory requirements, and industry standards
Manage commissioning staffing, resource planning, and workload forecasting
Oversee subcontractor and vendor commissioning scopes, schedules, and performance
Review and approve commissioning-related subcontract and purchase order invoices
Track and report commissioning progress, system completion status, and startup metrics
Lead issue resolution, punch list management, and system performance optimization
Support client interfaces, including readiness reviews, testing, and turnover to operations
Mentor and develop startup and commissioning personnel
Promote a strong culture of safety, quality, and operational excellence
Drive continuous improvement, lessons learned, and best practices across projects
Support business development efforts, including proposal input and client presentations
Perform other duties as assigned
Education: Bachelor’s or Graduate degree in Engineering from an ABET-accredited university
Certification: Professional Engineer (PE) license preferred
Experience: Minimum of 10 years of experience leading startup and commissioning activities on EPC or design-build projects for heavy industrial facilities
Deep technical knowledge of startup and commissioning for complex industrial systems
Experience commissioning power generation, process, mechanical, electrical, instrumentation, and control systems
Strong understanding of EPC project execution, construction sequencing, and system turnover
Expertise in commissioning documentation, systemization, and readiness processes
Knowledge of scheduling, contracts, and multidisciplinary coordination
Familiarity with industry codes and standards (ANSI, ASTM, ACI, AISC, IEEE, NEC, NESC)
Proven leadership and decision-making capabilities in high-risk operational environments
Excellent communication, stakeholder management, and client-facing skills
Strategic mindset with a focus on safety, reliability, and performance
Clear and effective written and verbal communication
Ability to lead cross-functional teams and manage complex interfaces under schedule pressure
