About this Role

The Operations Quality Lead II at QISG will be responsible for leading a pursuit or quality project team in developing a project-specific Quality Management Plan (QMP). Work in close cooperation with the Quality Leads, Quality Managers, Pursuit team leads, Project Managers and Construction Managers for the monitoring and oversight of project quality activities, for QISG’s projects. Serve as a leader for QISG project specific quality planning. Position will write narratives for proposals, quality management plans and create contract required quality documents/forms as needed. Provide guidance to Quality Leads in their duties.

What You'll Do

  • Pursuit phase - Incorporates established quality requirements for design-build and EPC Projects into quality plans. Including identifying the standards, guidelines and checklists appropriate for the project and verifying their effective implementation into the plans and narratives created for pursuits.
  • Review procurement and material management procedures and processes for internal surveillance for EPC contracted equipment and materials.
  • Assist in developing project-specific audit plans, including scheduling, documentation and resource requirements.
  • Planning phase - Work with project management teams in the finalization of a projects QMP’s after award.
  • Monitor pursuit and planning procedures and processes with QMS requirements.
  • Participate in systematic and independent examinations/audits.
  • Ensure that contract specified Factory Acceptance Testing, QA/QC testing, monitoring and records documentation are incorporated into the project quality plans / activities.
  • Verify that identified and documented issues that cause, or contribute to, deviations from planned/expected outcomes have developed corrective action plans to address issues completed.
  • Perform audits of Quanta Operation Units or subcontractor procedures and quality records to verify compliance.
  • Assists senior level quality managers with the maintenance of the overall QMS and templates for project specific QMP’s.
  • Provides internal and external metric reporting on quality objectives. This includes related activities, issues, and corrective actions.
  • In the pursuit phase interact with Quanta Operation Units that QISG pursues projects or contracts with to ensure quality obligations, requirements and documents are met.
  • Participates in quality-related discussions during Project kick-off meetings.
  • Recommends procedural improvements and best practices based on audit results/experiences and lessons learned align with the QMS.
  • Adheres to internal standards, policies, and procedures
  • Performs special projects and completes other job-related duties as assigned

What You'll Bring

  • Associate’s degree in a relevant field or a minimum of four years of experience in quality assurance or related field.
  • Advanced understanding of quality inspections/audits and quality programs.
  • Familiarity with safety requirements and environmental considerations.
  • Experience in surveillance oversight programs.
  • Advanced knowledge related to quality assurance processes.
  • Comprehensive understanding of equipment and material specifications and testing requirements.
  • Basic understanding of critical path scheduling.
  • Experience supervising or leading an inspection or management team.
  • Experience creating Quality Management Plans, processes, and procedures.
  • 10-hour OSHA certification.
  • Bachelor’s degree in a relevant field (construction management sciences, electrical or civil engineering), or an equivalent combination of education, training, and experience.
  • 10 and 30-hour OSHA certification.
  • Two years of experience in pursuit and marketing of EPC, Design Build or CMAR projects.
  • Two years of experience performing engineering design quality management, surveillance monitoring of equipment or materials production facilities or construction quality management in the power delivery space.
  • Certifications such as Certified Internal Auditor (CIA) and Certified Professional Auditor (CQA).
  • Certifications in civil and electrical inspection, testing, welding inspection, structural bolting, testing, and commissioning.
  • Technical experience related to design, construction and related procurement requirements.
  • Advanced writing skills using Microsoft word, Bluebeam or similar software packages.
  • Advanced construction technique, testing, standards compliance, experience.
  • Solid understanding of equipment and material specifications and testing requirements at manufacturer facilities.
  • Critical thinking skills and shows strong attention to details.
  • Strong organizational and Planning skills.
  • Good communicator with strong Interpersonal and team-working skills.
  • Experience or exposure in implementing inspection and testing programs for Civil, earthwork, power delivery, water wastewater scoped work (desired).
