COMPANY: Quanta Government Solutions

JOB TITLE: Contracts Manager (Federal/EPC)

DEPARTMENT: Legal and Compliance

LOCATION: Project Based - Aiken, SC - Savannah River Site

REPORTS TO: Group General Counsel

CLASSIFICATION: Exempt

What You'll Do

Quanta Government Solutions (QGS) is seeking an experienced Contracts Manager to support its federal and commercial infrastructure projects. This role is responsible for negotiating, administering, and managing contracts across the project lifecycle, from proposal review through project execution and closeout.

The Contracts Manager will work closely with the Group General Counsel and project leadership to identify and manage contractual risk, ensure compliance with contractual obligations, and support disciplined contract administration and change management across active projects.

This role requires strong legal and commercial judgment, the ability to independently analyze complex contractual issues, and comfort working directly with project managers, subcontractors, and customers in a fast-moving project environment.

Because QGS performs work involving Controlled Unclassified Information (CUI), this position is limited to U.S. citizens.

What You'll Bring

  • 7+ years of relevant experience negotiating or advising on contracts in one or more of the following environments:
    • Federal government contracting
    • Construction, engineering, or EPC projects
    • Energy or infrastructure development
  • Experience supporting active project execution, including change management, contract interpretation, and commercial issue resolution.
  • Experience working directly with project managers, commercial teams, or business leadership in a project-driven environment.
  • Demonstrated ability to review and mark up complex contracts and explain risk positions to non-legal stakeholders.

Knowledge & Skills

  • Strong understanding of contract drafting, negotiation, and risk allocation.
  • Experience working with prime and subcontract structures on large projects.
  • Ability to independently evaluate contract language and identify material risk issues.
  • Strong written and verbal communication skills.

Candidate Profile

The successful candidate will be someone who:

  • Is comfortable negotiating contract terms and advising project leadership on risk, not simply administering executed agreements.
  • Can analyze contract language and propose practical solutions to complex commercial issues.
  • Demonstrates strong judgment regarding what issues should be escalated to Legal versus those that can be resolved independently within established risk parameters.
  • Has experience supporting construction, infrastructure, or federal contracting environments where contracts are actively managed during project execution.
  • Is capable of working independently while coordinating closely with legal, project, and commercial teams.
  • Can operate effectively in a project-driven environment where contractual issues arise in real time and practical, business-oriented solutions are required.

Candidates whose experience is limited primarily to contract administration systems, document processing, or clerical contract management functions are unlikely to be a good fit for this role.

Preferred Qualifications

  • Experience supporting DOE, DOD, or other federal infrastructure projects.
  • Familiarity with FAR, DFARS, or related federal procurement frameworks.
  • Experience supporting EPC, design-build, or large construction projects.
  • NCMA certifications (CCCM, CFCM, CPCM) are a plus.
