POSITION OVERVIEW:

The Safety Manager will serve as the onsite field safety and quality representative for Pacific Northwest Area projects, providing daily oversight and direct support to construction activities in high-risk utility and transmission environments. This role ensures strict compliance with federal, state, local, and site-specific safety requirements while reinforcing a culture of zero incident performance and procedural discipline.

The position requires close coordination with field representatives, project management, and subcontractors to support safe execution of work involving energized systems, clearances, switching protocols, and complex lockout/tagout (LOTO) controls. The ideal candidate brings strong field presence, working knowledge of federal and utility safety standards, and the ability to proactively identify and mitigate risk in dynamic construction environments.

What You'll Do

  • Implement, enforce, and continuously improve site-specific Health & Safety Plans (HASP), EM 385-1-1, OSHA standards, and safety requirements, ensuring alignment with utility-specific procedures.
  • Lead and actively participate in daily pre-job briefs / tailboards, site inspections, safety audits, and incident investigations, ensuring hazard controls are clearly communicated and understood by all crews.
  • Exercise stop work authority when unsafe conditions or behaviors are observed and support safe resumption of work through hazard mitigation and alignment with site and project requirements.
  • Serve as the primary onsite safety interface with Pacific Northwest Area representatives, site leadership, subcontractors, and federal stakeholders (e.g., CORs, Safety Officers), ensuring clear communication and alignment on safety expectations.
  • Track and document safety metrics, near-misses, and corrective actions.
  • Lead development and review of Job Hazard Analyses (JHAs) and Activity Hazard Analyses (AHAs), ensuring alignment with site work controls, switching orders, and lockout/tagout (LOTO) requirements, and verify proper PPE selection and use.
  • Support safe execution of work involving energized systems, clearances, and switching operations, ensuring compliance with established procedures and coordination with authorized personnel.
  • Serve as the onsite subject matter expert for safety and quality, with authority to influence work execution and ensure compliance with site requirements and safe performance of all activities.

What You'll Bring

Required Education and Experience

  • 5+ years of experience in safety and/or quality roles within utility, transmission, substation, or federal construction environments (DOE, DoD, USACE, NAVFAC preferred).
  • Working knowledge of EM 385-1-1, OSHA 1926 standards, and utility safety practices, including experience with lockout/tagout (LOTO), energized work controls, and clearance procedures.
  • Strong understanding of construction processes, submittals, and specifications, with the ability to verify work in the field and ensure alignment with approved drawings and contract requirements.

Excellent communication, documentation, and leadership skills, with the ability to effectively interface with owner representatives (e.g., Pacific Northwest Area Leaders), field crews, and subcontractors in a dynamic construction environment.

  • Experience working in or around high-voltage environments, substations, or transmission systems is strongly preferred.

  • Safety certifications (ASP, CSP, OHST, CHST, CUSP, etc.)
  • CQM-C (Construction Quality Management for Contractors – USACE)
  • OSHA 30-hour Construction Safety Certification
  • EM 385-1-1 Compliance Training
  • First Aid/CPR Certification
