Supervisor, Cloud Engineer

QISG is seeking a Supervisor, Cloud Engineer with strong Microsoft Azure expertise and deep experience supporting or governing Azure Virtual Desktop (AVD) environments. This role focuses on overseeing delivery of cloud-hosted virtual desktop services — managing outcomes, user experience, and vendor performance of a managed AVD environment rather than performing day-to-day administration.
In addition, this role acts as a strategic cloud partner to engineering teams, working directly with them to understand workflows, remove technical friction, and design cloud-first solutions that improve how engineering work gets done. You will evaluate Azure services, build proof-of-concepts, and drive modernization initiatives that enable more efficient, scalable engineering operations.
A key responsibility is Cloud FinOps ownership — establishing financial governance, improving cost transparency, and driving optimization across Azure environments to ensure maximum value from cloud investment.
This role is focused on overseeing our cloud vendor and managing Azure governance, networking, access, and costs—not hands-on development or a people management position.
Cloud Platform Governance (Azure Ownership)
• Serve as the internal owner of the Azure environment from a governance, control, and oversight perspective
• Oversee Azure networking architecture, identity, access management, and platform configuration standards
• Review and approve changes related to Azure infrastructure, security, and operational design
• Ensure cloud environment aligns with engineering, security, and enterprise standards (without direct hands-on administration)
Managed Service Provider (MSP) Oversight
• Manage and govern the cloud managed service provider responsible for day-to-day Azure operations
• Define performance expectations, operational standards, and service outcomes
• Act as escalation point for unresolved issues impacting engineering or business users
• Review MSP deliverables, architecture decisions, and operational changes for compliance and quality
• Monitor SLA/KPI performance and drive continuous service improvement
• Ensure clear RACI between internal ownership and vendor execution
Cloud FinOps & Financial Governance
• Own Azure cloud cost governance, reporting, forecasting, and accountability
• Implement FinOps discipline across tagging, allocation, chargeback/showback, and cost transparency
• Review and challenge cloud spend, vendor invoices, and subscription usage
• Drive optimization strategies including rightsizing, reservations, license management, and waste reduction
• Partner with finance and leadership to forecast spend and align cloud investment with business priorities
• Provide full visibility into combined Azure + managed service provider costs
Engineering Enablement (Advisory Role)
• Partner with engineering teams to understand workflow needs and ensure cloud services support their requirements
• Translate engineering needs into requirements for the MSP and Azure platform governance model
• Ensure Azure Virtual Desktop (AVD) and related services meet performance, access, and usability expectations
• Validate that engineering workloads (including GPU and specialized applications) are properly supported through vendor execution
Security, Access & Compliance Oversight
• Govern Azure Active Directory (Entra ID), RBAC, and access policies across the environment
• Ensure proper identity, permissioning, and security controls are enforced by the MSP
• Oversee compliance with internal security standards and audit requirements
• Review configurations impacting network security, private connectivity, and data access
• 5+ years of Microsoft Azure experience
• Strong understanding of Azure compute, storage, networking
• Experience with Azure Virtual Desktop (AVD) environments
• Cloud FinOps experience (cost optimization, governance, reporting)
• Familiarity with Azure Cost Management and budgeting tools
• Experience with Azure Monitor, Log Analytics, and PowerShell/Azure CLI
• Knowledge of Azure AD (Entra ID), RBAC, and conditional access
• Exposure to infrastructure-as-code (Terraform, Bicep, or ARM)
• Experience supporting engineering/design workloads (CAD, technical apps)
• Strong vendor management and ITSM experience (ServiceNow or similar)
• Ability to translate technical concepts for engineering and leadership audiences
• Travel: 20–30% domestically
