About this Role

The Civil, Structural, and Architectural (CSA) Estimator is a key member of our Preconstruction group, responsible for developing detailed and accurate cost estimates for the civil, structural, and architectural scopes of EPC power generation and energy infrastructure projects. CSA scope represents a critical foundation of every power plant we build, spanning everything from early sitework and earthwork through turbine foundations, structural steel, auxiliary buildings, and site infrastructure. 

 

The ideal candidate understands how civil and structural systems are designed and constructed in a power generation environment, can develop quantity takeoffs from grading plans, structural drawings, and site civil packages, and is comfortable working across engineering, procurement, and construction disciplines to produce estimates that win work and support successful project execution.

What You'll Do

Estimating & Quantity Development 

  • Prepare detailed cost estimates for civil, structural, and architectural scopes including site development, earthwork, grading, drainage, foundations, concrete, structural steel, buildings, roads, and architectural components 
  • Develop quantity takeoffs from civil site plans, grading and drainage drawings, structural drawings, geotechnical reports, and architectural packages to accurately define material and labor scope 
  • Estimate earthwork quantities including cut/fill calculations, soil stabilization, subgrade preparation, and import/export materials for greenfield and brownfield power generation sites 
  • Estimate deep and shallow foundation systems including mat foundations, drilled piers, driven piles, and equipment pads specific to turbine generators, HRSGs, transformers, and other heavy industrial equipment 
  • Estimate structural steel scope including turbine decks, pipe racks, equipment support structures, auxiliary building frames, and miscellaneous steel 
  • Estimate architectural scope including control buildings, maintenance facilities, warehouses, guard shacks, and site enclosures from schematic through IFC-level drawings 
  • Evaluate earthwork quantities, site preparation requirements, and structural installation methodologies specific to large-scale industrial and power plant construction 

Collaboration & Coordination 

  • Collaborate closely with engineering, procurement, construction, and project management disciplines to validate estimating assumptions, constructability, and project execution strategies 
  • Interface with civil subcontractors, structural fabricators, concrete suppliers, and operating units to solicit, scope, and evaluate quotations and bids for accuracy, completeness, and competitiveness 
  • Participate in estimate review sessions, risk workshops, bid strategy meetings, and client-facing presentations, clearly communicating scope basis, cost drivers, and key assumptions 
  • Partner with project controls to support budget development, schedule integration, and cost tracking on awarded projects 

Cost Modeling & Tools 

  • Incorporate risk registers, contingency analysis, escalation factors, indirect costs, site-specific conditions, and project variables into fully loaded EPC cost estimates 
  • Utilize InEight, Autodesk Construction Cloud (ACC), Bluebeam, and Excel-based cost models to develop, manage, and present comprehensive estimates 
  • Maintain and continuously improve historical cost databases, unit rate benchmarks, earthwork pricing libraries, and labor productivity factors specific to power generation civil construction 

Proposals & Business Development 

  • Support proposal development, owner's engineer reviews, and preconstruction planning for both pursuit and awarded projects 
  • Contribute to alternative scope approaches and value engineering opportunities that improve estimate competitiveness 
  • Conduct or support site visits, pre-bid walkthroughs, geotechnical reviews, and customer meetings as needed 

What You'll Bring

Required 

  • Bachelor's degree in Construction Management, Civil Engineering, or a related field OR equivalent experience in civil/structural construction, the trades, or EPC project management 
  • 3+ years of experience estimating CSA scopes on power generation, industrial, or large-scale EPC infrastructure projects (5-10 years preferred) 
  • Working knowledge of power generation civil and structural systems including site development, earthwork, foundations, structural steel, concrete, and site infrastructure 
  • Proficiency with estimating and project software: InEight, Autodesk Construction Cloud (ACC), Bluebeam, and Microsoft Excel 
  • Advanced Excel skills with the ability to build, manage, and audit complex, multi-discipline cost models 
  • Ability to interpret civil site plans, grading and drainage drawings, structural drawings, geotechnical reports, architectural packages, and EPC contract documents 
  • Strong analytical, organizational, and written/verbal communication skills 

Preferred 

  • Experience estimating civil, structural, and architectural scopes on power generation or heavy industrial EPC projects preferred 
  • Direct experience on combined cycle, simple cycle, renewable energy (solar, wind), or battery energy storage (BESS) projects 
  • Familiarity with geotechnical reporting, foundation design criteria, and their impact on structural cost estimates 
  • Experience developing fully integrated EPC cost models spanning engineering, procurement, construction, and commissioning phases 
  • Knowledge of project controls principles, schedule-driven cost modeling, and earned value management (EVM) 
  • Experience with pre-FEED, FEED, and IFC-level estimating phases on large capital projects
