POSITION OVERVIEW:

The Director, USACE Operations leads the QGS portfolio of work for the U.S. Army Corps of Engineers (USACE). This role owns the USACE customer relationship, the delivery of awarded USACE projects, and the growth of a dedicated USACE team, including the people, systems, and processes that make QGS a reliable Corps of Engineers prime contractor. QGS has a growing base of awarded USACE work executed alongside Quanta operating company teammates under intercompany work agreements, and this Director is accountable for delivering it well and expanding it to additional districts and installations.

This is a build role and a working role. The Director is expected to dual-hat as Senior Project Manager on assigned USACE projects as portfolio needs require, meeting USACE key personnel qualifications where applicable, while recruiting and developing the team that will carry the work over time. As the team matures, the Director shifts toward full portfolio, customer, and program leadership.

The Director reports to the Program Director, Defense, and is a working partner to the Director of Construction Operations, Department of War, who owns field execution standards, superintendent and craft leadership, and construction operations across the Defense vertical. The two roles are peers and share the same projects: one owns the USACE customer, program, and team; the other owns how the work gets built in the field. The Director also works day to day with the PMO, Pre-Construction, Project Controls, Safety and Quality, and Commercial Excellence teams. At QGS, leaders sit beneath the team they serve. This person clears barriers, develops people, and gives credit outward.

• Lead the QGS USACE portfolio end to end: project planning, staffing, execution oversight, financial performance, and closeout across multiple concurrent Design-Bid-Build and Design-Build projects
• Serve as Senior Project Manager on assigned USACE projects as portfolio needs require, owning schedule, budget, quality, safety, and the customer relationship from Notice to Proceed through final acceptance
• Build and lead the USACE team: define the organization, recruit and onboard project managers, project engineers, quality control managers, and site safety and health officers, and develop them into the next generation of QGS delivery leaders
• Own the USACE customer relationship for QGS, serving as the primary point of contact for Contracting Officers, Contracting Officer's Representatives, Administrative Contracting Officers, Resident and Area Engineers, and installation stakeholders across districts
• Establish and maintain the QGS systems and processes for USACE delivery: EM 385-1-1 safety program and Accident Prevention Plans, three-phase Construction Quality Control, RMS/QCS reporting, submittal register management, UFGS and UFC compliance, and Network Analysis Schedule administration in Primavera P6
• Partner with the Director of Construction Operations, Department of War, on field execution, superintendent assignments, means and methods, and safety and quality performance, so USACE projects are delivered to one QGS standard
• Lead and coordinate Quanta operating company teammates executing under intercompany work agreements, plus external subcontractors and suppliers, so scope, schedule, and interfaces stay aligned across the portfolio
• Own portfolio financials: monthly forecasts, cost to complete, billing and cash, change management, and earned value reporting through Costpoint, Procore for Government, and P6, with no surprises up the chain
• Partner with the Program Director, Defense, Pre-Construction, and Estimating on USACE pursuits, providing constructability reviews, execution and staffing plans, key personnel, and past performance input so QGS keeps winning work it can deliver
• Ensure every USACE project meets Corps of Engineers, Army, and federal safety, environmental, quality, Davis-Bacon, Buy American, and cybersecurity (NIST 800-171 and CMMC) requirements from mobilization through final acceptance
• Monitor performance across the USACE portfolio, drive corrective action early, and feed lessons learned back into the QGS Project Management Plan framework and PMO standards
• Model servant leadership consistent with QGS values: the team gets the credit, leadership owns the misses, and every project is a place where people grow

Required Education and Experience

• Bachelor's degree in Construction Management, Civil or Electrical Engineering, or a related field; or an equivalent combination of education and progressive construction leadership experience in lieu of a degree
• 10+ years of construction management experience, including 5+ years as a Project Manager or senior leader on federal construction projects with individual project values of $25M or more
• 5+ years in USACE construction project management or contract administration (contractor or government side), with direct working knowledge of EM 385-1-1, USACE three-phase quality control, RMS/QCS, and the USACE submittal and schedule process
• Ability to qualify as the named key personnel Project Manager on a USACE construction contract
• Experience leading multiple concurrent projects and multi-company teams on active federal installations
• Strong knowledge of construction methods, CPM scheduling, cost control, change management, and earned value management
• Experience building or scaling a project team, including hiring and developing project managers and project staff
• Experience standing up or improving project delivery systems and processes (safety, quality, project controls, PMIS) in a growing organization
• Excellent financial acumen: budgeting, forecasting, and margin management on firm-fixed-price federal work
• Ability to obtain and maintain a Department of War security clearance (Secret) and military installation access, including Common Access Card eligibility. U.S. citizenship required

Preferred Education and Experience

• Experience across multiple USACE districts or divisions
• Experience delivering electrical, energy resilience, utilities, or industrial facility projects on Army installations
• Design-Build project delivery on federal contracts
• Working familiarity with Procore, Primavera P6, Deltek Costpoint, and Deltek Cobra
• Prior military service or experience with USACE or an installation Directorate of Public Works
