About this Role

GENERAL DESCRIPTION

The Director of Human Resources/People Strategy will build and lead our HR function during a period of significant growth. This role is central to our long-term strategic growth.  The Director will oversee all HR functions including talent acquisition, employee relations, compensation & benefits, compliance, organizational development, and HR systems, while establishing scalable processes and a strong company culture during rapid scaling. This is an opportunity to partner with executive leadership to shape our organization's culture, values, and people infrastructure as we rapidly scale the business. The successful candidate will bring proven experience scaling HR functions inside organizations experiencing rapid operational growth.

What You'll Do

DUTIES & RESPONSIBILITIES

Talent Management

  • Build, lead, and develop a high-performing HR team capable of supporting a fast-growing, multi-site organization
  • Oversee and lead the full talent lifecycle (workforce planning, recruiting strategy, employee onboarding, performance management, learning/development, and succession planning)
  • Develop and execute comprehensive recruiting strategies to support growth from 100 to 500+ employees
  • Build partnerships with industry recruiters and establish recruiting infrastructure (sourcing channels, screening processes, interview protocols)
  • Co-Ownership of workforce planning efforts with department heads to anticipate hiring needs, skill gaps, and organizational structure
  • Build leadership development pipeline, particularly for managers, supervisors, and project managers in field operations
  • Champion annual employee performance review process
  • Establish competitive compensation benchmarks for all positions to attract and retain top talent

HR Operations & Compliance

  • Establish and implement HR policies, procedures, and systems that comply with federal, state, and local employment laws
  • Manage employee relations, including conflict resolution, complex investigations, discipline, and termination processes
  • Oversee benefits administration, payroll coordination, and HRIS implementation and optimization
  • Ensure compliance with OSHA, EEO, ADA, and other applicable regulations in construction industry

Culture & Employee Experience

  • Partner with leadership to define and articulate company values, mission, and culture during scaling
  • Create employee engagement initiatives and retention strategies

Compensation, Benefits & Total Rewards

  • Design and administer competitive total rewards programs aligned with industry standards and company growth stage
  • Manage health insurance, retirement plans, workers compensation, and other employee benefits
  • Conduct annual compensation reviews and establish pay equity standards
  • Communicate total rewards value to employees

HR Strategic Partnerships

  • Serve as key advisor to the executive team on organizational strategy, people planning, and culture
  • Lead change management during rapid scaling and organizational restructuring
  • Develop and manage HR budget and metrics dashboard
  • Represent HR in cross-functional initiatives and projects
  • Build HR infrastructure, systems, and processes that scale cleanly as the organization grows

What You'll Bring

EXPERIENCE & EDUCATION

REQUIRED QUALIFICATIONS/SKILLS

  • Bachelor's degree in Human Resources, Business Administration, or related field required
  • Minimum 10+ years of progressive HR experience, including 5+ years in a senior HR leadership role (HR Manager, Director level or equivalent)
  • Demonstrated experience scaling HR functions in growth environments, preferably from 50-150 to 300+ employees
  • 5+ years of direct experience in construction, engineering, EPC, or GC industries; experience with union and non-union workforces preferred
  • Proven expertise in all core HR functions: recruitment, employee relations, compensation, benefits, compliance, and organizational development
  • Experience with PMO or construction businesses with revenue in the $1-3B+ range

Technical Skills & Knowledge

  • Expertise in HRIS platforms and modern HR technology implementations
  • Strong knowledge of federal and state employment law, OSHA compliance, prevailing wage requirements, and EEO regulations
  • Proficiency with data analysis, metrics, and HR analytics to drive decision-making
  • Experience with benefits administration, compensation design, and payroll coordination
  • Familiarity with union negotiations, prevailing wage, and multi-state compliance is a plus
  • Strategic HR business partner mentality; ability to translate business strategy into people plans
  • Excellent communication and interpersonal skills; ability to influence across all organizational levels
  • Strong project management and organizational skills; ability to manage multiple priorities in a fast-paced environment
  • Cultural builder with ability to define and embed company values
  • Integrity, discretion, and demonstrated commitment to confidentiality

PREFERRED QUALIFICATIONS/SKILLS

  • Direct experience in a scale-up or startup environment with rapid growth and organizational change
  • PHR (Professional in Human Resources) or SHRM-CP certification preferred
  • MBA or advanced HR certification (SPHR, SHRM-SCP) a plus

TRAVEL REQUIREMENTS / LOCATION

  • Location: Houston Texas, in office position
  • Travel: up to 25%
