As a Municipal Civil Engineer, PE, you will play a pivotal leadership role in driving HBK Engineering’s civil design and project management operations across Chicagoland. Positioned at the intersection of municipal infrastructure and clean energy, you will oversee high-visibility public right-of-way designs alongside a rapidly expanding portfolio of land development projects—including commercial sites, utility-scale solar, electric substations, and battery energy storage systems (BESS).
In this role, you will lead cross-functional project teams through all phases of design, permitting, and construction, balancing technical oversight in AutoCAD Civil 3D/Bentley software with full financial and contractual management. As a key representative of HBK, you will build strategic client relationships, navigate complex municipal approvals, mentor rising engineering talent, and champion safety-first engineering practices on projects shaping the future of regional infrastructure. Direct end-to-end execution for high-visibility municipal, public right-of-way, and land development projects—including commercial, utility-scale solar, electric substation, battery energy storage (BESS), and site civil work.
Own project deliverables from initiation through completion, overseeing scope, scheduling, quality assurance, risk mitigation, and technical execution.
Develop budgets, bids, funding requests, and contracts while managing ongoing metrics, cost constraints, and productivity to ensure financial health and delivery.
Lead design teams in preparing plans, specifications, and stormwater management calculations; navigate jurisdictional approvals and stakeholder coordination across public rights-of-way.
Serve as a key primary point of contact to build long-term client relationships and negotiate contract revisions, changes, and scope additions with sub-consultants and project partners.
Guide, manage, and empower project engineers, designers, and field staff, fostering their professional growth while cultivating a culture of high performance and continuous learning.
Lead organizational safety initiatives and ensure strict compliance with safety regulations across all design and field environments. (Travel required as needed, typically <25%).
Active Professional Engineer (PE) license required, paired with a Bachelor’s degree in Civil Engineering or a closely related field.
5+ years of progressive civil engineering and project management experience encompassing public right-of-way, site development, municipal civil design, and utility infrastructure.
Deep technical proficiency in site civil grading, roadway/infrastructure design, and stormwater management calculations, paired with hands-on fluency in AutoCAD Civil 3D and/or Bentley software tools.
Proven track record of navigating complex jurisdictional approval processes and securing permits with local municipalities and governing agencies.
Strong background managing project budgets, scope risk, cross-functional teams, and external sub-consultant contracts.
Exceptional technical writing ability, strong MS Office skills, and the adaptability to balance time-sensitive deadlines and shifting project priorities in a fast-paced environment.
